Basically, universities should manage independently of higher education supervised by Institutions. While the Government still has the authority to oversee the implementation of higher education conducted transparently to be accountable to the public (public accountability). Therefore, the supervisory structure must be horizontal in accordance with the National Education Standards.

Internal Quality Assurance System (SPMI) is seen as one way to answer various problems of higher education in Indonesia. In addition, SPMI is considered capable to answer the challenges of higher education.

In general, the definition of internal quality assurance (quality assurance) of higher education is:

  1. The process of establishing and fulfilling the quality standards of education consistently and continuously so that customers get satisfaction.
  2. The process of ensuring that the quality of the graduates is in accordance with established / promised competencies so that the quality can be maintained consistently and continuously improved.

In other words, universities are said to be qualified if they are able to establish and realize their vision through the implementation of their mission (deductive aspect), and able to fulfill the needs / satisfying of stakeholders (inductive aspect) ie community needs, work and professional world. Thus, universities should be able to plan, execute and control a process that ensures the achievement of quality.
